This book is trying to briefly analyze the situation in the four countries (Serbia, Romania, Bulgaria, Moldova) in this part of Europe, known as Lower Danube Area (LDA). The problem of networking capital and other large cities was analyzed from the standpoint of relation between large cities functions, networking and governance. The ultimate focus is on governance as one of key reasons for poor results of LDA large cities cooperation and networking up to date, due to their obsolete i.e. traditional mode of governing, lack of qualified staff with advanced know-how, missing of better understanding the reasonable use of Danube resources and functions by networking large cities, and by proper activating infrastructure, intellectual and other potentials for their faster development and better competitiveness. The problem is based on the gap between professionals and policy makers at all tiers. The book is forecasting the plausible future of networking LDA large cities as a priority but under condition of applying modernized smart governance as a method leading to connecting their strategies and functional interests, including stakeholders and general public.
