The purpose of this study is to analyze the war impact on Social protection, investigate the interdependence between the level of Social security of the population and the military power of the state, develop effective mechanisms for strengthening social protection in Ukraine. The use of multi-criteria analysis of such integral indices as the Index of Security Threats, the Index of Refugees and Displaced Persons, the Index of Comprehensive National Power, made it possible to trace the war impact on the social component. Results of the study demonstrate the synergistic effect of strengthening the State’s defense capabilities, its military strength and increasing the effectiveness of Social policy, the level of Social security of the country’s citizens. The Ukrainian model of the state functioning in conditions of war has been identified as a symbiosis, a combination of the effective policy of social protection of the population and strengthening of the country’s military power through the systematic support of the army: “the powerful rear – the powerful army”.
