How can economies measure innovative efficiency, develop intellectual competencies, and govern transformation in an increasingly complex world? This book presents an integrated framework combining multidimensional evaluation, multi-criteria decision analysis (MCDA), and blockchain-enabled governance. Based on a multi-method study of intellectual competency ecosystems across 11 Central and Eastern European countries, it combines international indices including the Global Innovation Index (GII), Global Talent Competitiveness Index (GTCI), and Global Competitiveness Report (GCR) with original survey data from IT professionals. Its methodological contribution is metaeconomics as an operational framework for complex decision-making, with MCDA at its core. The approach integrates competencies, innovation, and sustainability while extending beyond conventional behavioral and complexity economics. A 2025–2035 strategic roadmap translates the findings into practical guidance for policymakers, educators, and business leaders, supported by blockchain-MCDA pilots in Poland, Hungary, and Slovakia.
