INSTITUTIONAL AND ECONOMIC CHALLENGES OF CUSTOMS TARIFF POLICY IN THE REPUBLIC OF ARMENIA

This monograph examines the institutional and economic foundations of customs tariff policy in the Republic of Armenia, focusing on its role in state economic regulation. The study provides a comparative analysis of international customs tariff models and evaluates their applicability within the Armenian context. Particular attention is given to the interaction between customs policy and financial-economic systems, including risk assessment, financial stability, and regulatory efficiency. The research integrates institutional economic theory with applied analytical approaches. The monograph also introduces a structured nine-stage methodological framework for addressing customs tariff challenges, aimed at improving policy effectiveness, supporting evidence-based decision-making, and enhancing regulatory practices in transitional economies. The findings have practical relevance for public authorities and contribute to the development of more efficient and adaptive customs policy mechanisms.
