This book is an analysis of the effects of Equalisation Funds on Service Delivery in Selected Local Authorities in Zambia. It is based on the findings of an original research conducted in Lusaka, Chisamba, Luangwa and Luanshya Local authorities. The first section covers the history and function of Local Authorities. The second section covers the methods used by Local authorities in the execution of their mandate. It further discusses the effectiveness of these methods in varying demographic and ecological environment. The third section is an evaluation of the composition and effectiveness of equalisation transfers on service delivery. The final section looks at fiscal illusion and the effect of equalisation funds on technical, administrative and financial capacity of Local Authorities.
