Water in adequate quantity and quality is a fundamental requirement for the survival, well-being and the socio-economic development of mankind. Despite the fact that water occupies more than half the total earth surface, many parts of the world do not have access to fresh and good drinking water. Developing countries confront two major water resources challenges: conceiving the laws, regulations and institutions required to manage water resources in a more economically productive, socially acceptable and environmentally sustainable manner and implementing and enforcing the laws. Cameroon on its part has enough water to meet its demand and supply, paradoxically the population has to endure daily water shortages. The low income of households limits their access to this public distribution network. The coverage rate remains low and daily consumption in litres per person is below the recommended national standard. This research is devoted to the study of the governance of drinking water resources in cities of developing countries experiencing uncontrolled urbanisation.
