In terms of environment, norms, communication methods, systems and coordination, global health diplomacy has fully demonstrated the characteristics of diplomatic transformation and the trend of future diplomatic development. Traditionally, people’s focus on international relations is the most important and active political relations, as well as the economic relations that are closely related to them. While people are engaged in economic and cultural exchanges, they are also spreading epidemic diseases. Therefore, cooperation in the field of international health also has a long history, and it can even be said that it came into being with the emergence of exchanges between countries. Cooperation between countries to respond to epidemics has been an important area of relations between countries from the beginning. When high-level political issues such as territorial sovereignty and security dominate international relations, health and health issues have been neglected.
